Biography

Ayaz Mutallibov steered Azerbaijan through one of history’s most dramatic transformations—the Soviet collapse. As President from 1990 to 1992, he navigated the treacherous waters of a nation breaking free from decades of Moscow’s grip, making split-second decisions that would define post-Soviet Azerbaijan for generations. Born in Baku in 1938, Mutallibov rose to lead during the precise moment when the old order was crumbling and a new nation had to be born virtually overnight.

His tenure marked the chaotic yet essential transition from Soviet satellite to independent state. Those two crucial years demanded unflinching resolve as Azerbaijan charted its own political course for the first time in modern memory. Mutallibov’s fingerprints remain on the nation’s foundational choices during an era when neighboring republics were rewriting their futures in real time.

The longtime Baku resident passed away on March 27, 2022, at 83, his legacy etched into Azerbaijan’s modern political DNA. He was honored with burial at the Alley of Honor, a fitting tribute to a leader who stood at history’s pivotal crossroads.
